LFC QPF Error Points

Table of precipitation error points for OU local forecast contest. The
table is symmetric, so rows and columns may be interchanged as the
forecast or observed quantity (inches). See Rules for the equation for calculating QPF scores.

If a trace of precipitation verifies, it is scored as NO precipitation
and a POP of 0 verifies. QPF scores are computed against a
verification of 0.00 inches for forecasts of 100% POP.
